Does this sound like a deadbeat dad?

Well my daughters 1st birthday is in 2 days, and since yesterday I've asked her dad to give me some money to get some of the things for her party. Well he lives an hour away and he said the next time he comes this way he'll give me the money. Well he didn't come down yesterday (cause he usually goes to someones house this way for a drug deal, yes he's a piece of crap) and he told me he would call me when he was comin this way and I havent heard from him all day. Getting help from him is like pulling teeth. He doesn't do hardcorse drugs, just weed. He told me to get all the things for her birthday and that he would give me the money back. So he says. Should I be annoyed and mad?
