Shall i take council flat offered to me today?

Its a 2 bed-on first floor,got a garden. its really light and spacious for a 2bed flat. New kitchen being fitted now loft space, and a couple of large cupboards and a coal shed for bikes etc..Even parking space!. But the guy opposite is a real toerag!! a real alcoholic!! but quietened down a bit, he used to phone me alot and last year when i bumped into him he had a go at me for not sleeing with him! and scared me, so don't want that to happen if i live opposite him. Esp. if i have my daughters with mewho are only 5 and 2yrs old!Its a real ok flat and the council only ever offer flats first,(even tho wanted a house!) my daughter would stay at her same school and its near my mum and sister and their cousins. I don't know what to do and it would be perfect if on ground floor and not opposite him! the road is mostly private brought now and neighbours seem to keep gardens in order front n back.
