HELP!!!DOMESTIC DISPUTE BETWEEN HUSBAND AND WIFE?

If a husband and wife have an argument and the wife calls the cops, on what grounds can the cops take him to jail? why the husband must leave and not the wife? why not have a rotating system, for example the first domestic dispute husband goes to jail and the second time the wife? how is this fair to men when women commit domestic violence almost the same rate as men but men do not report it because men are more able to let things go than woman. What do you think the solution could be to this injustice?
