Timing chain or blown head gasket?

My car runs hot. The mechnic had me replace the radiator cap, radiator, and the clutch for the fan. After that he says the head gasket is blown, because of drips of water comin out the tail pipe. The car turns over, fan and belt turn, the spark plugs are dry, its just not catchin enough to crank. Is it the timing chain or head gasket?
